A couple months ago, Danny Ainge was optimistic that Rajon Rondo would be ready for the start of the season. The last we saw of Rajon, he was at a wedding dancing and looked comfortable on his knee so fans had hoped his return would not be long.
Ainge however has drastically changed his tune now, and gives the C's point guard a return date around December, and in an interview says he would be "shocked" if Rondo played in the opening game.

The Celtics are in full-blown tank mode so it's not surprising if they hold off on the return of their franchise point guard - who some suspect could be shopped around the league once he is healthy.
